I'm less perturbed by the actions the dog is taking (every dog owner has seen this at some point) than I am by the fact that the dog is wearing a leather harness.
My mother's dog does this from time to time, it's hilarious.
I know it's nasty but it means that the dogs anal glands need to be squeezed. It can be uncomfortable and even painful for the dog. It makes the dog and the carpets have a foul odor. Just an FYI.
